Everyone should know about this by now...someone tried this on me like 3 years ago or so. Except that idiot thought I was actually going to sen dhim $9000. Not only is it always a scam when someone overpays a cashiers check and wants a refund, but you should NEVER accept any form of payment from a foreigner except paypal or an electonic transfer. NOTHING PAPER, EVER! Basically the best practice is to not do biz out of the country, period.
