it really dedpends, some reflector housings aren't as bad with the glare as others. hid was designed for a projector housing, it keeps the light where it needs to be, and gives you a sharp cut-off. in a reflector housing, it just throws light everywhere and depending on how you housing is designed, it can actually give you less light output where you need it, than just upgrading bulbs alone. you may not notice it so much if you're driving, but if someone with hid's in a reflector housing is driving towards you at night you can tell. most people here will tell you to either retrofit projectors into your stock headlight housing, or buy projector headlights.
