F1 is for the big boys, so they got a big boy penalty. Everything is magnified at that level. I bet Ferrari's losses could be quantified in the 10's of 10's of millions. Plus when you tac on a penalty... $100 million doesn't seem that far fetched.
I'm guessing, but the FIA will probably subtract funds from McLaren's share of the global TV package, F1's secretive awards system, etc.. The FIA doesn't want to keep McL from fielding a team that isn't competitive.
