Damn dude your confusing the hell outta me with you rambling. Try using proper grammar please!

First off how do you know it's not working? VTEC on a SOHC isn't like a B Series where you can noticably hear and feel it kick in.

How are you trying to wire it in? Just re-pinning the ECU plugs? No it doesn't need a relay. Double check your wiring, and then check it again. Be sure to solder the connections rather than use tape.
