Off the top of my head ITB's should give you a helluva lot more throttle response. If you plan on not going the boost route and want to build an all motor car than ITB's might be for you. Its a bit extreme and I am not sure if it will cause you to fail emissions. I think some setups allow you to still use your MAP and TPS. Im not an expert on ITB's. But if your intrested check out Hayward performance. com I hear they make good setups.
Honestly if your going to go ITB I would look into getting aftermarket cams even if your running VTEC, porting and honing your head, back cutting your valves and getting a multi angle valve job, and maybe raising your compression ratio so everything conplements all that massive air flow from the horns. You will also have to adjust your fuel system to get a proper air/fuel mix so you dont run to lean. Lean = very bad!!
But do more research cuz even swapping out a stock IM for a GSR or type R IM (depending on your engine if it fits) or a blox or Skunk 2 aftermarket IM and having it port matched or exruded to allow air flow should give you a bit more power and might even save you some money!
Im not an expert so dont entirely take my advice, this is just what i've learned so far. research is key!!
