This thought just crossed my mind for the first time ever. I was just wondering if you can only refill the bottle when its completely empty, or if its like half full then you can just put in half without using the rest.

you can fill it at anytime. i don't usually let mine get 100% empty.

i think it's 14 lbs empty and 24lbs full i believe. Correct me if i'm wrong.

As for refilling the bottle some places will throw the bottle in the freezer that way you can get more into the bottle, although it's not that safe over-filling.

that is correct. and some shops do put it in the freezer or on ice. it depends on the system that they use for filling your bottle.

When I had nitrous I use to throw mine in a freezer for an hour, run to the place to get it filled, and they'd always stick it in the freezer for about 30min to an hour and then fill it.

Its about 14 LBS 10 Oz, it varies, but its a little over 14 LBS. And it is better when you bring it in with a few pounds in it and as cold as possible. It takes me forever to fill a completly empty bottle that is not cold. When filling the bottle it gets warm, and when its warm its real hard to get the N2O in there. So we have a deep frezer to throw the bottle in when it gets warmed up, becasue if it gets too hot it will blow out the burst disk and shot it across the room.
