94 del sol RUSTING!!!!

i have a 94 del sol and da rear (not da rear bumper)but the wheel opening at the bottom (where u put da side skirt at).....corrosion i think? anyways i took it to 2 bodyshops but they werent much help because they said they only do collision repar......wha do i do get another rear panel......weld another piece? .....i really need to knoi ....because my floor also....is RUSTING!! and i need serious help!! :bh
