That's not true in some cases. I just installed a spyder body kits for my friend's 4 door Accord 96. He bought his body kit off ebay and it wasn't drilled so I put the side skirts over the old one and mounted it on. the stock skirts supported the side skirts actually. So it depends, if you have to then you must replace but if you can see that you can fit without removing it then it's better to leave it on that way it can support your skirts.
