Found bubbling paint on the wheelwell

Not sure what to do now, anything I can do to treat the area? I was told that unless that sheet metal is replaced, there's nothing I can do. I would like to contain that spot at least, any suggestions? I don't know much about autobody.

coolpapa is an unknown quantity at this point
true to replace the sheet metal, if it's very bad. Rust spreads if not taken care of and depending on a quick fix or not, a temporary one would be to clean the area, sand it out or down, clean again and use a self etching primer or good rust inhibitor(sp) then followed by a top coat of paint....then have a body shop repair that area later on.
