Help w/ clearcoat

On my 99 ex drive side fender there was previous damage done to it and a mechanic fixed it but all he used was spray paint w/ out the clearcoat, so obviously now the fender doesnt shine at all and its been this way for about a year. (my car is silver btw), anyways i went into my local hardware shop and bought some clearcoat and this morning I put it on and it doesnt seem to shine at all but rather acts as a glue, i tried to wipe it off but it wouldnt come off....so 5 min ago i went and tried to play around w/ it again i noticed that if i sprayed it on and chirped through the old spray paint a shiny clear layer would appear, is this how this stuff is supposed to work. Well i need some help asap, please lemme know how to apply the cleacoat, how long to wait, and what im doing wrong, also anything else that might be helpful with this project, thanks a lot guys..

your chipping is going down to the stock color since the painter didnt prep it right it chips right off

i would take that fender off it it isnt dry STILL that way you dont get sticky stuff on door and hood other wish i would wipe it off with a towel and pressure wash it off and take it to a pro

sounds like YOUR best bet to leave it alone
