ok, first things first.
find out where you want to locate them, and make sure there will be enough clearance & space for the pins, also, make sure that the location you use wont be too tall for the pins to work right (i nearly had this problem, but i am using hood locks, dont know if this will apply to hood pins or not) most people put them at the front of the car, on either side of the grille, seems to work out best that way.
second thing to do, find out how big of a hole you'll have to drill to accomodate the pins/locks. then get yourself a drill bit, a variable speed drill works best, but not 100% necessary if you can't get one. the bit i needed was 3/4 inch, which if you dont know, is f*cking huge, myself, my dad, nor my best friends dad (a master mechanic) had a drill with a large enough chuck to fit a regular 3/4 inch bit... so i used a paddle bit, which, wasn't what i would have liked to do, but it worked.
next, you'll want to line up your holes. i did this by using a red marker on the top of the lock part that resides under the hood. i put them in the location i chose, marked the very top with a lot of ink (paint or white-out may work as well) and lightly closed the hood. this took alot of tries because i didn't want to slam it shut and go through the top of the hood, so i had to raise the lock part in increments to get them to even touch the underside of the hood.
next, if you're satisfied with the location you chose, and have you drill and bit handy, go to work. if you chose a spot like i did, you will have to mark for the holes twice, which was the most tedious part, and a big P-I-T-A when your drill runs out of juice on ya. make sure you drill straight through the hood at the proper angle (to the best of your ability, i had no problem doing this on the car with the hood up), you should be able to tell what is relatively straight by eye-balling it.
