My '94 Accord EX passed emissions except for HC. It was 2 points too high. They suggested Guaranteed To Pass. In a full tank, ran it all the way out, fresh tank and retest... it got worse. Replaced plugs, wires, cap, rotor and air filter. Premium gas with STP octane boost. Worse again, but ran much better. Next PCV valve and hose, cracked vacuum line, gas cap, oil cap, new tank of premium. Checked all hoses and lines. Still failed. Tried to do timing, but couldn't get an induction light to work. Here are the last test results:
Idle 957 CO2 13.77 O2 .97 HC Max 220 Meas 307 CO Max 1.2 M- .518 Fail
Fast 2443 CO2 13.88 O2 .74 HC Meas. 147 CO .572 Pass
The state has a waiver if you spend enough money trying to fix it. But there has to be at least some improvement. To qualify, mine would have to actually pass!
Any suggestions before I take it out in the desert and use it for target practice? :rolleyes
