Iddle problem

I checked air filter, spark plug, hoses,connectors but couldn't find anything wrong. My car 1999 stick shift Honda Accord LX randomly stalls at traffic light. Not always, but quit often. I noticed another problem, though. When I stop the car and take the keys out of the ignition system there is a noise coming from underneath the car (right by the gas tank). It's a black box that doesn't look like much .It sounds like a mini generator blowing off air. I even disconnected the battery and the noise is still there. It will do it for 10 second then stop.

Try and adjust the idle on the throttle body.

I hear you, but the idle doesn't always go down, though.
Since most of the time the idle is ok, by adjusting it it's going to be over idling most of the time?????
