TPS Broken?

I'm getting code 7, tps(throttle position sensor). I checked, and I'm getting 5 volts to the tps, and I checked all the wires and connections in the circuit and they look good. So then I check the voltage with the key on, and I'm getting .001v(closed) - 3.0v(wide open), so the voltages are low.

My question is, will I get a code if it's not adjusted correctly, or if the initial voltage is too low? Or will it only give the code if the tps is bad? And am I getting those voltages because it isn't adjusted correctly, or has it gone bad? Thanks.

the code is usually thrown if the ecu isn't getting the right signal. this usually happens if the sensor is bad. low voltages mean a defective sensor.
