what is your opinion on the best cams for a b16?
i think im going to be going all motor instead of turbo
and that seems like a good place to start.

good choice! sk2 cams are well known and make good power for a good price. the stage 2's are good for 200+hp builds. they are also good for the daily steet grind. but worry more on tuning than what cams to get. thats where your gonna make the most potential out of any mods you've done.

I heard that after inserting CAMS and CAM GEAR etc u need perfect tuning or else the car will be running even worse then stock. ( Correct my opinion if its wrong )
Regards.

not really. if you don't mess with the cam timing you'll be straight. but you won't make as much power as you should, hence the tuning. and you'll also need valve train upgrades if you go with bigger cams like skunk2 stage 2
