I wouldn't say it is easily possible without spending a lot of money. Which in that case it is more worth it to build the motor for boost and look for 350-400.

you're going to need a really big budget if you want to make that at the wheels. $6-10k+ easily

If you want to make 250 at the wheels on a budget you need neither VTEC nor a B20. Just get a B18B stock block and boost it, all done.

250whp and even more is possible n/a, it's already been done. But that is an extreme build. Maxing an engine out with an all-motor build tends to severely decrease it's streetability. We're talking 13:1+ compression, crazy cams, full race headwork, race gas, shop-built header...if you're just really an all-motor fan and are bent on it then you gotta go with your decision and be content with whatever you get. If you're more concerned strictly with the numbers then boost makes more sense in that hp range.

I personally am building a B20 VTEC, but I'm setting my sights in the range of like 210whp or on the high side maybe 220. 11.8:1 c/r, probably BC4 cams, Rage header, tuned on 92 octane. And I'm spending nowhere near $6K-$10K. Most likely I'll be under $3000 when it's all done.

apparantly its possible according to some kid down here.
Stock b20vtec go for around 170~180whp.. so to make around another 100 or so whp isn't goin to be a walk in the park

I'd resleeve a b20 block because paper thin walls just dont make my balls tingle.
you could make the power with the right setup, b20 blocks are already 84mm and its a 2.0liter. Using a mildly high Piston and head setup should yield you into the 220~230whp range, but thats pretty much what your goin to see. 260+ would have to be gotten by 13.1+ CR, pro3's or better, a ton of head work and a 85mm bore.. something of that nature. specially if the car is daily driven , you dont want to go over 84mm for a good cause.

Dont aim too high, and be suprisied. If your aiming for 260 and only make 220, your just feeling down and dumb. Aim to break 200whp first, and when you dyno if u get 210 your happy.. Just remember, they got 190whp civics, i'm talking 2 dr 2000ex civics with b20vtec's at 190whp going low 13 1/4 times.. anything above 200whp in a integra, or civic is good for a 12 second with a good driver..and some nice slicks.
