If you aren't beating him already, you would put mad cars on him with a set of cams. Crower stage 2 cams are your best bet. White98LS uses them in his i/h/e Integra LS and gets about 185 crank, untuned. Now that there is a group buy, they are a steal at $285, about the price of a cheap header.
CROWER CAM'S GROUP BUY!!!

A Helms manual. PM me if you want one. It will list all the tools you need to change the cams.

Have you already raced your friend? If so, how close is the race? It could come down to who's better at launching their car

I suggest looking into a better tranny possible..??
a gsr or b16 tranny on that ls would help alot.. but lets look at the facts
How deep are your pockets.. then we can give you a better answer...and whoever said anything about crower cams on a ls knows their stuff
crower cams on a ls are sickwidit

White98LS uses stage 1 cams.
You should already be able to beat him now. If you arent, throw in a GSR tranny, and you definetly will.

Whoa, who you callin' untuned?! I mean, it's just cam gears, FPR, and S-AFC, but still, I've tuned it on a dyno more than once.

Actually mine are Stage 2... Crower 62403.
Even with a stock LS motor you should be very close to beating a B16 car, all other things equal. Won't take cams to beat him if that's all you're looking to do....
What kind of i/h/e do you have? High-flow cat too? With i/h/e you should be at almost the exact same whp and a lot more wtq, although longer gearing. Either way, you shouldn't be having a whole lot of trouble.

Thank you, Captain Obvious... except the B16A has 160hp so I guess nothing is too obvious.

Yes Sir, yes it is... although only with a stock redline. There are tons of people doing it and I have yet to hear of any problems. Been ~40k miles on mine like that (76k total) with constant rev-limiter-bouncing autocrosses with no problems either.
