Couldn't he use say...t25 turbo, stock size off of a sr20, and run like 6-8 psi? Add some fuel upgrades, and have a good tune, low to mid 200's? No lag, low boost to compensate for the higher cr, and as long as the tuner doesn't run to much damn timing, it should hold, correct?

ummm a t25 is too small for the b18c1 powerband. it would choke it up top. if you want a t2 series turbo go with a gt28r at the smallest. or a gt28rs. but they're expensive but super responsive. should easily hit 300 whp with either turbo.

Ahh, yea I didn't know if the 25 would be too small. For the somewhat low power numbers, that is why I sugested it. Same turbo on the ca18det. Both 1.8 litre, so that is why I sugested it, although I do recall they aren't to great up top. 12 or 14 psi or so is around the max you can push it before it becomes inefective, right?

EDIT: Wow....got confused on what the OP wanted out of his car. 250 whp, yea, gt28 like WVU97GS-R said would do it.
