91 CRX B18a1 LS Turbo won't start.

I have a 1991 CRX with LS B18a1 with t3/t4 turbo.
I had the engine rebuilt and put together. Installed it in the car and I was able to start the car. Engine miss-fired.

I did a compression check and found 165 psi in all 3 cylinders except #2 cylinder which yield 65psi. Now keep in mind, with all this car starts and move but won't stay idle.

I took the valve cover off and cheked the valves on Cylinder 2. Indeed, one exhaust valve was not closing completely so I adjusted the valve.

After that I tried to start the car and it will just crank and crank but won't start. Starting issue was there from the begining so I don't think it has anything to do with one valve I adjusted.

-I checked fuel and it's coming upto the return line. (any way to check injectors?)
-I checked spark and I am getting spark in all four wires.

What else could it be?

CRX "not starting" Problem fixed.

I was getting voltage in the spark plug wires but when I took out the spark plug and grounded it to the body and had someone crank the engine, it had no spark.

I took all four spark plugs out and heated the tips on a stove to get rid of all the carbon that must have been shorting out the plugs.

I put the hot plugs back in and bingo, it started right up.

The only issue I am having now that it won't stay idle. I had to adjust the throtle cable to keep it idle. It's staying on now but I know for sure that it should stay idle even if I take the throtle cable off. So there must be a fix for it.

Hopefully I will test out the turbo tonight and see how she runs first time on the road. Excited
