b16 or b17and suspension

well one of my friends got in an accident 3 days ago in his 93 integra gsr hes just going to give the car to the scrap yard so i asked him to give me the engine he said $800 for the whole engine and tranny should get this engine or save up for the b16 ive heard the b17 is just a stroked version of the b16 but the b17 is street legal unless i can find a b16 from a del sol or 99-00 si but anyways what do you guys think which one should i get. im looking for an all out all motor engine or turbo in the future . its mainly purpose is for daily driving /street/strip engine. and also since im in a budget with my car i need to lower my car desperatly i dont have much money for a good set of tein coilovers but what spring and shock combo would lower my rex nicely to were it look nice and have good handling ill be using 15 inch rims so i have to keep that in mind any suggestion would be nice im a newbie sort of

I thought the b17 wasn't anything like the b16... could be wrong tho...
