cooling fan problem on my swapped 93 prelude

hey guys i'm new here and i see we got some great info here. however i got a doozy for ya. i stumble across a 93 prelude with a ghetto f22b swap job. i drove the thing and was hooked. however driving it i missed this problem. the fan doesn't work with the key in the on position. it works perfect when i turn the key off, but as soon as the key is on, no good. anyone else ever seen this happen?
