reason to paint under the hood is so that when you do pop the hood at meets or shows, people don't see a whole different color, just like painting the door jams. To me, if you're doing a full paint job, do it right and paint everything(under the hood, door jams, trunk lining) make it seem as if it came from the factory and not Macco. As for making turn signals as fog lights, it's been done and doesn't look all that great. Someone posted a pic years back of this conversion. What people have done was make their current turn signals stay on, but still blink when using the turn signal. There's a write-up floating around on Prelude Power
