I'll assume you're talking about lightened flywheels.
They help to "free up" power throughout the power band. It's simple rotating mass. Allowing the transmission and connect components to spin faster.

absolutely.. and you may not gain any actual horsepower from it.. but since it is lighter and spools up faster than you accelerate faster..
