'99 TL Ticking Noise When Stepping on Brake

TL owners, I'm hoping one of you can help me out...

My sister has a '99 TL that had brake service a few months ago. New pads were installed and the rotors were refinished. Today she told me she experienced this:

After taking a turn she was trying to slow down, but the brake pedal felt really stiff and would not engage the brakes. Eventually the pedal was able to go down and she could stop without a problem. Later in the day she was parked with the engine running, and when she stepped on the brake she heard a ticking noise.

I haven't been able to hear these noises or experience what the pedal felt like, but was wondering if anyone has experienced this before? Could it be the cold weather, brake fluid, master cylinder, etc.? I know this is a general question but if anyone has any idea what I should tell her to get checked out please chime in.
