by enclosed you mean it has the upper timing cover on. the belt is just inside that. get a haynes/helms manual and it'll show you how to go about taking that off and changing the belt if you want.
service requirements would be replacing the timing belt, replacing tensioner, and most service shops/dealers also HIGHLY recommend replacing the water pump while you have the timing belt off.
your SiR has a B16 in it, correct? if you're interested i have a B16 timing belt and tensioner that were only used 200 miles that i'm selling for much cheaper than you can find a new one for. only reason i'm selling is because after 200 miles i put a GSR bottom end on the B16 and needed a GSR timing belt. hit me up if you're interested in further details.
