vtec but no power

i have a vafc and and i see that vtec is engauging so im sure its not any wiring or oil problems or else the ecu wouldnt send the signal.but the car has no power at vtec so i raised the vtec engaugement to 6200 and the car pulls fine but then i lower the engaugement and the car flatlines.help me out i cant live without vtec.

when your timing was off where did you have to adjust it from?

( III I ) <-----underdrive pulley

i have it set on the white one should it be on the red?
red is the middle one on the left, white is the one all alone on the right
