Is there such thing as a spacer plate between the hub and the wheel to bring the wheels out wider? If so, is there a maximum distance you can stretch it to? (assuming you're using longer bolts of course.)
Does anyone sell something like this?

yes there are spacers like that. H&R is one of the manufactures that make them. oviously if you strech it a lot your wheels will stick out and rub. the more you extend them the more pressure on wheel bearings etc..

Just to be accurate, you're talking about increasing the track width, not the wheel base. Wheel base is the distance from the front to rear.
Honda's generally don't have much room for an increase in track width. With wider tires & a moderate drop, even a 10mm spacer can cause rubbing on the fender.
you could put spacers in to spread your wheels out more, but you will have alot of pressure on the wheel studs and bearings, and besides that, your wheel wont be hub-centric-its best that your wheel is mounted so that its directly against the hub-
