B18c timing question

Can someone tell me the correct ignition timing for a 1994 JDM b18c? The manual refers to the car which I do not have.

Also...maybe a silly question....but there are only two marks on the balancer, one white and one red. I believe the first is TDC. What is the second mark? Lastly, how to I adjust timing to a specific degree if there are only two timing marks? Do I need some sort of degree tape on the balancer or is there some other way...tks for your help

I just found a thread that said the red mark is 16 degrees. Ok.....can someone tell me how you adjust other timing settings without other marks (like when you adjust for boost applications)...do you just guess at the location?? tks
