Is the only difference between OBD-1 & OBD-2 the ECU wiring harness?

That is a huge question brother and there is WAY more to OBD 2 than a couple more sensors.

OBD 2 is a entirely different way of going about emissions and diagnostics. It is much more restrictive yet easier to troubleshoot. The ECU is a lot "smarter" than an OBD 1 ECU. It monitors more things and even watches how you drive it everyday and figures out how to best counter act the emissions you are putting out. Whether you are getting grocieries or breaking the sound barrier it will try to get the best emissions possible at all times. There is a lot to it and it is very complex if your car is not OBD 2 don't try to run a OBD 2 system in it as you will more than likely get yourself in some shit that you can't fix not to mention you would have to change you charcoal canister and fuel tank parts and all manner of other things and the wiring will drive you bonkers. Also if you have ABS you will need lots more OBD 2 specific things as the ECU monitors all the wheel speeds and compares them and checks for miss fires from the engine and all kinds of crazy stuff.

DON'T MESS WITH OBD 2 unless you have to. There is no reason as you will be fighting the ECU most of the time and if you live in CA then don't even mess with the ECU cause you will never pass smog legally.
