change stock cx fuel pump???

My brother has a cx hatch with a B18c motor. he loses power shifting 1st to 2nd gear. Rpms drops to 5000 rpms in second out of vtec. Then extremely accelerates slowly to redline. this is his third motor and he has never had this problem before. We think he is not getting enough fuel and still has the stock cx fuel pump. Could that be the problem? Or what could it be? Hope you could help! Thanks!

Stock cx fuel pump flows 135lph, where as the gsr/itr/si pumps flow 175lph. There is a difference..and likely enough to be noticeable...however I did not notice a difference in my b16..but the b18c has more displacement and therefore requires more fuel.

If he ever intends on doing anything else to the motor performance wise or tuning he may as well change the fuel pump. Its only about 100 bux either way you look at it.
