Question 1, yes. Question 2, absolutely not!
Non-VTEC head parts are not at all compatible with VTEC head stuff. They fit on the various blocks and can share the same exhaust manifold, but that's where it ends.
You can have VTEC deactivated, but your car will have less power and rpm capability than a stock non-VTEC since VTEC primary lobes will be dying out in the vicinity of 5K rpms, give or take some depending on what stock cams it had.
If you just have a bare VTEC head, no point installing it until it's fully built, it is difficult working on a head when it's installed, and pointless if you don't have to. What are you missing to get the VTEC going? I have some VTEC head parts around.
