remote mount turbo. mount the turbo in the exhaust piping under the car, easily hidden, keep the stock airbox, but run the plastic piping to a small side mount intercooler in the fender. Looks like you have no turbo, no intercooler, and nothing to worry about. If someone is driving next to you, they really shouldn't be able to hear it spool. You can recircilate the BOV, even recirculate like a 1st gen BOV from an eclipse, those are pretty quiet already. You can have an exhaust, that doesn't mean you aren't a sleeper, bacause most kids with civics have exhaust and exhaust only.
Besides that, there are all the internals you can work on. If you aren't boosting, some high comp pistons, cam, valves, some porting and polishing, upgraded clutch, flywheel, ecu reprogrammed... I mean you can have a civic wth i/h/e, and tell people thats all you got, and they will still expect it to be slow. But when your motor has pretty much fully built internals, there isn't any way for them to tell.
Oh and hide a lil nitrous bottle in a sub box in the trunk.
