90'model seatbelts won't retract!!!!

I have a 90' model civic, one of the old ones. It has the auto seatbelts you know, the same as an integra. Two things are wrong. For one, the seatbelt indicator light and tone beeps constantly when you are driving the car. Secondly, the automatic seatbelt feature does not work. I'm sure these two things are inter-related. The seatbelts not closing is a problem to me as it is a safety problem.

Any ideas as to what can cause this? Every fuse in that car is good. There aren't any blown fuses. I was thinking there might be a wiring problem somewhere. Just wondered if you had an idea of where. Any input is appreciated and thanks!
