96 spec or 98 spec

In terms of what?

I'm pretty sure the 98-01 ITRs all came with the same spec'd 195bhp B18C5 motor. Not sure if the specs are 100% the same for the non-USDM 96-01 ITRs.

Slight exterior changes began in 98 (the biggest being the newer more aggressive front end).

Personally, I would just leave it up to preference when seeing the vehicle, and the specific trim level. I'd leave it up to mileage, condition, and vehicle history. You'll find a lot more improvements looking between the different trim levels, than looking year to year.
