A high idle like that upon startup is normal. Since the motor is still cold from sitting, your IACV opens up the butterfly valve slightly to help the car warm up. Once it's warmed up, the valve goes back to its minimum position and you get a normal idle.

However, a fluctuating idle can be a few things, but 95% of the time it is a dirty IACV. I would clean that first, and see if it works.

Here's a reference Cleaning your IACV *Great Write-up*

Well are you driving or just sitting waiting for it to warm up? If you're just sitting then that's your problem. To warm a honda up you're just supposed to drive it lightly.

Think of it like a choke for fuel injected cars. It just helps the motor warm up.

It should rev up for a few minutes, then drop down. The needle on the temperature guage may not move for 10-15 minutes. Its pretty normal. Just drive it lightly until at operating temperature.

AngelSol is an unknown quantity at this point
On top of cleaning the IAC valve, I would probably do this as well:

*Took me a while to find this instead of explaining it and doing my own walk through!!*

You have on on your car since it's earlier then '96 model!
I bet it's what's causing your problem
