Go with Tiens. They seem to get the best results from what I hear. I will probably pick up a set someday. As for the suspension diffrences, yes, suspsnsion for the GS/RS/LS/SE and the GSR and ITR are diffrend. The GSR I know has a sway bar and I believe has more aggressive settings, and the ITR takes it a step further.
Mods: All stock, for now. Hooked up the stereo though.
Of the ones you listed, Teins are the best bet. Tein SS or Tein Flex.
The suspension is different on ITR models. On all other models, the suspension is the same (LS,RS,GS,GSR). But the ITR has a different LCA setup, so the rear coilovers will not fit. The fronts, however, will fit.

For the GSR is is the same parts as the other teggys, just at diffrent settings?
I guess I'll just keep posting this instead of recommending Ground Controls and Koni Yellows again: http://www.honda - tech.com/zerothread/1894574
GS-R suspension is identical to RS/LS/GS/SE except in '94-99 coupes only, the RS/LS/GS/SE had a 2mm smaller front and 1mm smaller rear swaybar (about a 40% diff., the rears are too damn small to do much of anything anyway though). The Type R is a way bigger step up, but still mild as far as spring rate goes compared to most aftermarket setups. As an example:
Swaybar stiffness increases exponentially as well. 14mm --> 22mm is a HUGE difference.

so when ordering coilovers, we should be certain that it states that it fits a type-R, and not just says integra 94-01?

Yes, the rear shocks attach differently.

Flex is not entry level. Unless you consider a $1400 coilover setup entry level.
It's not entry-level, but I wouldn't call that mid-level either. They perform pretty entry-level though
