headlights won't adjust

Okay, I have been cranking on these damn crown screws for adjusting the headlights in my 00 integra for about 15 minutes and not a DAMN thing has changed. The level doesn't move and the actual headlight beam just shivers. there is no adjusting of them using this screw.... what the hell is going on?? The level on the passenger side is all the way down in the level and I am trying to get it adjusted so I can see what's more than 5 feet in front of me.

Is there some other trick im not doing??? I mean the headlight units won't budge, they aren't lose and the screws don't seem to work on either side. (checked for comparison.)

there should be two of those screws. one for side to side adjustment and one for up and down. thats how civic's work, but they should work the same

well, there is only one crown screw i can find.... it's closer to the fender that is supposed to adjust up and down movement. either way the beam nor the level moves on either side.

how can I adjust these lights without the screws??

without those you'd have to bend the mounts unless you can get into the housing and do it.

no way to like shim the housing upwards with washers or anything??

try and see. the mounts underneathe the housing should be able to be bent rather easily. i think, mine are

hmm.. I'll have to look at it more closely, it's an extremely tight fit in there, not sure how much i'd be able to bend it, as the lights are practically straight down on one side.
