How do you turn HTML on?

It says I have HTML code off in my options. How do I turn it on? Is this why I can't seem to put a link in my signature? Someone help me here.

I didn't find any answers in there. What I wanna do is put a link in my signature. Normal html code doesn't seem to work and I'm wondering if it is because it says I have HTML off. But I don't see anywhere where it says I can turn it on.

you cant turn it on, only the admin can.

OK, fair enough. So how do I get a link in my signature? I see a bunch of people with it and I can't seem to make it work.
