Give me a list of modifications and I can tell you what it is worth. I wouldn't pay anymore for it than a GSR...need alot of details before I can give you my opinion on an appropriate offer.

and your positive it's CR/VTEC or B20/VTEC? Check the cylinder head for a VTEC solenoid and check for a stainless steel line coming up the back and connecting to the back of the cylinder head by the IM and intake. You need to know if it has internals if so what they are etc...you need to give me a big list of details if you want me to give you a good price.

according to edmunds.com that '95 Integra GSR is worth around $5500 from a private seller and $7200 from a dealer certified. Both the sedan and coupe are within $200. Remember, that these are Texas prices, expect to pay $500 or so in California.
As far as the B20 swap is concerned, it really doesnt make it worth anymore because theres a limited market for modified cars.... besides which state are you in? CA requires a smog inspection, so be careful.

I also heard that B20Z is an illegal swap in cali because its considered a "truck engine" But yeah if its a modded car like that he can't make too much off of it because you know he beat it to snot and back....still more details on the car and pics?

How much would I pay? Nothing. Get a virgin car and modify it yourself (or have a reputable shop do it for you) No respect buying a pre-hooked up whip. :noo
