Exclamation I am stumped???

first off, this isnt my car, its my friends and I have used the search bar on many occasions to find something like this but came up with nothing so.....
here goes...
96 honda civic hx
98 b18c1 swap
ITR Pistons and rods
STR fuel rail and RC 440 cc injectors
DC 4-1 header - Apex n1 cat-back
P28 ecu Hondata s100 chip
Fuel Pressure sitting at about 45psi now
Skunk 2 Intake Manifold
Skunk 2 Stage 2 Cams and Adj. Gears
and a few other mods but thats the main stuff....
The problem is that it just flat out runs like shit
runs fine from 1000 to 4000 RPM
but above that it sounds and feels like fuel cut
and forget about hitting vtec...
the thing is my friend bought the car with all of this stuff already so we dont know exactly what was done and if it was done right...
if anyone has experienced similar problems in any way, please let me know b/c its driving me nuts too....
Sorry for the long ass post...

any suggestions at all would be greatly appreciated...

It happened to me and drove me nuts, and it was simple, the fuel filter was clogged. i got a new one and a new fuel pump and it ran great

but did it run fine from idle to 4000??

yea, there is a CEL but every time it kicks on, we try to pull the code and there is nothing in there....every time the CEL kicks on, we shut it off and check for codes and every time, there is nothing in there....its almost as if the ECU is resetting itself every time the key is turned off...

i have the exact same problem, 93 hatch with 97 gsr swap... ive done the filter, im thinking its the pump.

Check fuel pump, fuel pressure shouldn't be at 45psi unless thats with the vacuum hose unattached. With the vaccuum hose attached fuel pressure at idle should be 35-40psi with it unattached it should be more like 45-49psi simulating WOT conditions. Bottom line is I'd check the fuel pump, fuel filter adjust fuel pressure to an acceptable level, check the spark plugs, wires, distributor cap and rotor as well as the ICM in the distributor. Those are primary things I'd look at first. Second I'd get a laptop up and try to take a look at the maps being run in the hondata, really sucks that its S100 and you have to deal with Eproms and shit. I'd also check ignition timing on it for sure. Another good question do you have a wideband o2 in the car? Another thing is if your running a 96 car that is OBD2 how are you running the OBD1 P28 ECU? I'd also try a P73 ITR ECU or GSR ECU if you've got a friend that can help out there. I'd also suggest checking everything from the cam gears to the valve lash on that motor.

Fuel pressure should be in the upper 40's with vacum line off with e GSR engine. It will be different with line on. Its possible the pump is crapping out at those rpms, but kinda hard to belive, IMO.

Car runs fine until 4000 rpm so I'm thinking its a tuning issue. Get it retuned.

As for the CEL, it should be stored in memory if it did come up. You should be able to pull it regardless. Either that or you guys are pulling the code right.

GREAT NEWS.....I found the problem last night....it was a loose wire in the distributor.....one of the Ignition Control Module wires was loose....car runs great now....we just have to tune the cam gears now.....any suggestions til we get to a dyno?????

until you get to a dyno keep it at the stock settings
