I need help!!!!!

OK im buying a full 90 Ls motor from my friend, for my crx, all for $300. I am planning on boosting later on, but I know that its a good idea to build the motor first. I know that im going to get forged rods, pistons, and gsr crank, but I dont know if I should sleeve the block or not. Im planning on boosting 12-15lbs daily, and around 18lbs when racing. Would a block guard and the other things I mentioned be good enough to handle this or should I sleeve the block? Also should I consider buying a fully built head(3 angle valve job, race port polish, titanium valve springs and retainers, new cams, and stainless steel valves) with the build up or just leave the stock ls head internals? Money is a factor but so is realiability. Thank you for any responses.
