Jackson Racing Supercharger - vacuum too low?

I got a 95 Integra with the Jackson Racing Supercharger and my vacuum reading is between 8 (cold) and 0 (warm) on the AutoMeter gauge. The boost reads correct on WOT @11psi. I have the timing retarded to 10' BTDC as per spec, running 94 octane fuel. I checked all the vacum lines. I still can't get it down to 18+.

Any weird places I can look at from experience? Maybe the the brake booster?

Its kinda hard to diag something on the phone as well as on the forums as its not hands on. The CS for JR goes both ways. Its a hit and miss.
