jdm foglight install help

ok i bought a set of foglights for my 95 LS i had them put on by a guy i know and he ghetto rigged it all to the parking light and i was blowing fuses b/c he switched out the 10 amp with a 30 amp and my taillights wouldnt work so i undid what he did now everything is back to normal. my question is is if i splice into my high beams would it affect the wiring at all?? will i still blow fuses?? my goal is to elimating my high beams and everytime i hit the high beams the fogs would come on rather than the high beams, will this work??
