stock fan problem?

ok i dont drive my 98 gsr much since it got stolen

so i start the car every week or so and let it idle for 15 min or so
last week it was 95 out side and the stock fan did not kick in
the raditor and upper raditor hose were very warm but the lower hose was cool
the temp gauge in the car was not even at the half at the half way piont this all seams wrong to me.

the other car in the garage had the both fans kick in after a few min of idleing

so the questions

whats the chances of the gauge not working or the temp sensor being bad
or is there more i need to look in to

my ac fan has been removed along with my ac and the car is mainly bolt-ons
for up grades. the car has low miles and has always been garaged. if you need to know anything else that would help please ask

Maybe your thermostat is stuck open. If your car isnt over heating the whats the prob?

the problem is that the car maybe overheating if the gauge does not work
