unless it has a swap its not vtec considering vtec was only in us starting in 91-92 in tha nsx i think in tha integras and preludes they started in 93. but if it does have a swap and vtec dont kick in then i would juss say DONT BUY IT.

All 5 variables must be met. I believe thay all must be in that order also or else VTEC won't engage either.

1. Temperature: The engine must have reached normal operating temperature.

2. Throttle Position: The throttle must be open far enough to allow for increased airflow in VTEC.

3. Vehicle Speed: The car must be in motion (wheels spinning).

4. RPM: Engine must spin to it's target value. The GS-R will send it's "GO" signal for VTEC at 4400 RPM while the Type R sends it's signal at 5700 RPM.

5. Oil Pressure: The engine must be operating with normal and safe levels of oil pressure determined by the VTEC pressure switch.

so you might want to look into that, i would check the oil first.
good luck

i dont think tha headers would have anything to do with it, but are you sure when you drove it tha engine was all warmed up or did you juss drive it cold, because if its cold vtec wont kick in usually untill its warm to normall temps

if the car doesn't have the exhaust manifold does it have the exhaust system or cat? Will an engine even run without the exhaust manifold in place. You would be missing O2 sensors and egt sensors? right?

um... you did say that the teg had a b16a and tranny swap... but is there something actually controlling the vtec solenoid (whether it be the ecu or an external vtec controller)?

if the swap came with the ecu and the ecu is plugged in, is the ecu wired up to the solenoid? or if there's an external vtec controller, is that wired up to the solenoid?

just trying to help.
