It's a stock 2001 USDM PY ITR front end with some sort of aftermarket carbon fiber hood and an intercooler peeking through where the radiator is.

The angle of the picture and maybe it's resolution makes it look a bit odd/stretched/flat.

It's pretty much a stock front ITR bumper. Many non-ITR integra owners go after that lower lip for the clean and sleek look.

what is itr? and how much would the bumper cost? would it fit straight on?

integra type R. It is just a lip if you have a 98+ bumper now it will fit.
