I forget what it stands for, but it's basically a support file for programs. you delete it and any programs that reference no longer work. so best leave it alone unless you know where it came from

DLL stands for direct link library, they are files that programs on your puter use…. You have no need to open them or delete them, so basically leave it alone…
if several parts of a program need to perform the same action that action may be placed into a .DLL file (library) that the various program parts can all use. this saves space and makes it easier when that particular routine needs to be updated. You should never have a need to open a .dll file on its own; indeed, there really is no way to do so. Note: This file type can become infected and should be carefully scanned if someone sends you a file with this extension. If you want to look at the resources in a DLL library you can use a program like PE Resource Explorer but BE CAREFUL as messing with a DLL file can seriously damage Windows or programs if you do the wrong thing.

I think you mean Dynamic Link Library
Occasionally, there are icons embedded in them too.
actually the way you "open" a dll is by opening a command prompt and using the regsvr command to enter the dll into the registry. Visually this doesnt open anything, but it does load the link library into windows so you can use the program.
Sometimes if i reformat and i want to use a program from before the format rather than reinstall it and start fresh (such as a game with saved files) I will regsvr all of the dll's from the game so that i may run it again
