Problems....PLS Look

Ok so I have a ls/vtec in my 90 crx. I have a jumper harness with a chipped and socketed p28. When the chipped p28 is in my car it runs but red lines at 4k. When I take it out and put it in my buddies 93 ls/vtec hatch it runs fine red lines at 9k like it's suppose to. Now wen I put a stock p28 in my car it runs fine and red lines normal how ever no vtec. but it doesnt kick vtec at any time. Im not really worrying about the vtec. Just mainly the 4k red line. .....Pls Let me know if you kno anything. I really need my car for this weekend.
