Hello all, first let me say that this is my first car and really don't know a whole lot about cars in general. Ok, so I bought a 1993 Honda Del Sol Si that has been turboed. The poeple I bought it from refused to smog it before they gave it to me and when i bought it I was an idiot and didn't know that they were legally required to give me a recent smog cert. So I tried to get it smogged and the guy said that he couldn't do it since there wasn't a CARB or executive number on the air intake system and exhaust manifold. So I went to a honda dealership and a mechanic and they both told me to go to a wrecking yard and get those parts from an old del sol and take them to the mechanic and he would replace the parts. But I heard that you have to take all the parts off of the old car yourself, and i've never worked on a car in my life so I have no idea how to do that or exactly what to take out. Also, there is a modified tail pipe, my dad, who worked as a deputy for 26 years said that it is illegal to modify the tailpipe but some of my friends said that it is perfectly legal since it is past the catalytic converter and I'm not really sure who to believe. Any help or tips or anything would be truly appreciated. I have pictures of the engine that I can put up if it would help.
first thig is to get under the car and see if u have ur stock catalytic converter. its usually a little bigger than normal piping and located right after the downpipe. if u do then ur fine for the exhaust. if u have an aftermarket high flow cat then its most likely empty (high flow) or if u have a straight pipe with no cat then u will not pass inspection...as for aftermarket intake and header, there should've been a carb sticker that came with it but the person u bought it off of decided to b retarded and not put it on. if i were u, i would buy a new aem intake and dc sports header and they will both come with carb stickers that u can stick in the engine bay. if not, just buy stock intake and header. hope this helps
ur dad is talkin about the Vehicle and Traffic Law, ur buddy is talkin about what you need to pass inspection...so they are both right, but talkin bout dif shit..i wouldnt worry about the "tail pipe"

Thanks for the help and comments. I tried looking for the cat converter but couldn't really get far enough under to really see. Here are some pictures so that you guys can get a better idea of what is going on. Thanks a bunch
damn that sucks you live in norcal, im in socal. well what i would do is find a place where u can get it to pass legally with some money if you know what i mean. but be aware that it is illegal and you cannot just go to a random smog place and talk them into doing it because they will be sketchy and think you're a cop. it is the only way i know for your car to pass without having to hold a wrench. the other alternative would be buying all the parts that you need to pass which will probably cost a lot of money.
if you have a catalytic converter and your parts are all carb legal, you should be able to call the manufacturers up and get carb certificates or stickers or whatever, then just pass legally.
usually the manufacturers of the c.a.r.b. legal parts would want you to submit an invoice/proof that you purchased your part from them or one of their distributors, if you have proof then they will send you a c.a.r.b. EO sticker. they usually don't hand them out easily. for example, my jackson racing supercharger wasnt c.a.r.b. legal when the original owner purchased it and now it is finally legal but they won't send me one because I don't have the invoice/proof that they want. i also tried printing out the c.a.r.b. information and # right from the california air resources board website, but many of the smog places i went to didn't accept it. they wanted to see a sticker.
WOOOHOOOO I finally could help,!!! im in LATROP CA thats near MEnteca which is about 15min away from stockton...in other words i can help you out with whatever you need done......replacing those parts are just getting your smog done just let me know
THis all can be done in a weekend so choose and let me know

I hate to say it but that shouldent hold up. You knew it was turbo, you knew it had exhaust work, you knew it had intake work. Pretty much you should have known it wouldent pass. But good luck anyways
not to be mean, but there's a few people in here that doesn't really know what they're saying.
anyhow, there's no point of filing a law suet against the seller. it's too obvious that that seller didn't want to smog the vehicke at all. also, you should know that it doesn't pass smog and inspection with the modification of turbo and others. if the seller made a "bill of sale" paper work and stating that the vehicle is "sold as is", there's no point of wasting time to sue that seller. i can garuntee that you're not going to win.
from the pictures that you have, it looks like the modifications is the turbo setup (intercooler, intercooler piping, turbine, wastegate, exhaust manifold/header), RC fuel injectors and the after market exhaust. the after market exhaust is just the muffler itself that's welded to the stock piping. seems like the seller owner didn't know what he's/she 's doing. that's not safe to run a car with turbo setup on stock piping and no upgrade fuel parts besides the fuel injectors.
just the modifiied muffler itself is legal for smog, but not inspection. when cops see that modified exhaust they'll most likely give you a fix-it ticket.
the best way to keep you out from stress is to part out all the aftermarket parts and install the stock parts on. or if not, if you know someone who has a del sol s or si, you can use there parts to smog it, then reswap it.
