wierd headlight problem

both headlights work when i have the brights on

only the passenger side headlight works when they arnt on

i used to be able to play withthe harnesses a little until both headlights were really dim but still on
but it never stayed

i changed the bulbs

bought new harnesses

im lost

thinking its a short somewhere.. but hoping there's an easier solution than finding a short

any ideas?
